Schottland ist verwaltungstechnisch in 32 Gebiete aufgeteilt, welche man als Council Areas bezeichnet. Diese werden von eigenständigen Behörden verwaltet, so genannte Councils. Gemäß Verfassung können sie sich auch als comhairle bezeichnen, falls sie auch einen gälischen Namen führen. Ganz grob könnte man die Council Areas, verwaltungstechnisch, mit Bundesländern bei uns vergleichen.
Bis 1996 war Schottland noch in regions und districts eingeteilt. In der Regel war es damals so, dass jede Region aus einer bestimmten Anzahl Districts bestand. Dazu kamen noch Island Council Areas. Davor wiederum war das Land eingeteilt in Counties, Counties Of Cities, Large Burghs und Small Burghs.

Eine besondere Eigenheit ist die Herauslösung des Polizei und Feuerwehrwesens aus den Council Areas heraus. Police und Fire Services sind sozusagen eigenständig aufgebaut und nicht zwangsweise in einen bestimmten Council Area integriert, oft sind sie für mehr als einen Council Area zuständig (meistens sogar, außer in Fife sowie Dumfries and Galloway).

Die schottische Regierung hat auch sieben so genannte Regional Transport Partnerships gebildet, die wiederum schwerpunktmäßig für bestimmte Council Areas zuständig sind (wobei hier Überschneidungen möglich sind).

Eine weitere Einteilung betrifft die so genannten Sheriffdoms, die man in etwa als Gerichtsbezirke bezeichnen könnte
Dazu gibt es auch noch ca. 871 civil parishes. Die haben jedoch verwaltungstechnisch keine Funktion mehr. Sie bestehen aber weiterhin auf dem Papier.
Ganz unten stehen dann die Communities, also die Gemeinden. Sie haben wirklich nur kommunalen Charakter und haben insgesamt eher geringe Gestaltungsmöglichkeiten und kaum eigenständige Verwaltungsaufgaben. Dabei hat nicht jede der ca. 1.200 Communities eigene Räte, manchmal gibt es eine Ratsversammlung die für mehrere Communities zuständig ist.
